Saitama (さいたま) is based off of the logo of Japan's Liberal Democratic Party. This meme was spammed relentlessly on 2chan during 2002-2003 and became regarded as an annoyance. It's unknown why the sun and the cats are shouting "Saitama", but some people think it's in refrence to the city, which was founded during around the same time.
